Builder Handover Checklist: Preparing New Investor Homes for Rent in Mandurah

October 26, 2026 | David Beshay

For residential builders in Mandurah, Peel and Rockingham, an investor handover is more than a final inspection. It is the point at which a new home needs to become a market-ready rental. Planning the leasing handover early helps clients understand their options and reduces last-minute problems.

Why this matters in October 2026

REIWA reported Perth’s September rental vacancy rate at 1.7%, down from 1.9% in August, with fewer than 2,000 properties advertised for rent at the end of September. These Perth-wide figures do not guarantee demand or a rent for any particular Mandurah property. A local appraisal remains essential.

REIWA also highlighted brick supply constraints and their potential to delay new rental homes. Realistic handover dates and early leasing preparation matter when investors are budgeting for the period before tenants move in.

Five things to organise before practical completion

1. Obtain a property-specific rental appraisal

Review the final layout, inclusions and likely completion date with a local property manager. The potential rent can depend on suburb, presentation, parking, cooling, landscaping and the homes competing for tenants. An appraisal is an estimate, not a guarantee.

2. Confirm rental-ready inclusions

Check whether fencing, paths, landscaping, window coverings, letterbox, clothesline and access arrangements are complete, or document when they will be. Before advertising, ask suitably qualified professionals to check relevant requirements for smoke alarms, residual current devices (RCDs), door and window security, and blind or curtain cords. The WA Government’s rental home safety guidance explains landlord responsibilities; this checklist does not replace an inspection or certification.

3. Plan photography and advertising

Allow time for cleaning, photographs and marketing. Set advertising and available dates around realistic completion certainty, not an optimistic estimate.

4. Clarify defects versus maintenance

Provide owners with a clear defects-reporting process and builder contact. Once a tenancy starts, tenants should also know how to report maintenance to the managing agent. Keeping those channels clear makes follow-up easier.

5. Introduce the managing agent before the keys are handed over

Builders who facilitate a useful introduction can help investor clients move smoothly from construction to leasing without taking on ongoing property-management responsibilities themselves.

Extra handover checks for properties with separate rental addresses

For investments intended to provide more than one tenancy, confirm which keys, services, inclusions and advertising materials belong to each dwelling before handing the property to a leasing agent. For example, Beshay Realty has separate published rental listings for 4 Kombu Way and 4A Kombu Way in South Yunderup. These records illustrate distinct rental addresses, not a claim about building approvals, titles or construction dates. Confirm any necessary approvals and utility arrangements independently before a similar property is leased.

WA industry changes worth watching

Builders should separately review current obligations. WorkSafe WA’s regulation 79 requirements for minimising falls in high-risk construction work took effect on 1 October 2026. WA Building and Energy also publishes industry bulletins covering standards and regulatory changes. See the WorkSafe statement and Building and Energy bulletins for authoritative detail.
